Participatory budgeting: Multiple perspectives

With this book, we invite you to learn about the Participatory Budgeting (PB) methodology in Guarulhos, an instrument for building a new political culture: popular participation. For more than 13 years, the city's residents have participated in the budget decisions of the municipal government through the participation channels promoted by the city. Countless advances have been made and more than 1,500 defined projects have been completed through this process.

A new political culture is not built without facing the challenges of daily practice. We believe that the experience of the Guarulhos PB should be improved to continue democratizing the elaboration of municipal policies. To improve the Guarulhos PB experience, we invited important theorists from the national and international scene to share their views, comments, and provocations on participatory democracy, with the clear objective of opening up new possibilities for strategies to consolidate spaces for popular participation.
